He would do anything to help his sister. And maybe learn to control his own powers in the process.

When Tony Stark adopts a seemingly random 17 year old boy from Tennessee, Peter can't help the jealousy that bubbles inside him. Peter was just an intern, just Mr. Stark's little superhero project. And despite his desperation to be something more, that was all he'd ever be.
Harley Keener can't stand Tony's kid intern. The way Tony talked about him, it was like Peter was the kid he'd adopted instead of Harley. It irked him in a way he couldn't explain, and he was desperate to figure out just what it was that Tony saw in this awkward, annoying, 15 year old kid.
Only, when Harley goes investigating, he digs up a darker side to Peter Parker's life than he ever could have imagined. A life eerily similar to his own.

Summary
When Matt learns that Spider-man is 15, he doesn't try to stop the kid. Instead, he gives him his phone number so that Matt can help him when he needs it. He also gives him Frank's number just in case.
He probably should've told Frank he did that. Also would've been worth mentioning Spidey's age before Frank found him bleeding out.
