It's a long story but here's the quick and dirty version: they have to convince pretty much the whole-ass Kamurocho criminal underworld they're in love and other than two very specific people nobody, absolutely fucking nobody, can know it’s just a bit till the job is done.
You want the long version, including the part where this whole dumb stunt was Majima’s idea? Kiryu kind of insists that it be made real nice and clear that this was, in fact, Majima’s stupid idea and he just went along with it because he didn’t know what the hell else to try. Which, y’know. Fair enough.
[In which Majima and Kiryu pretend to be a Thing for family business reasons. With these two, this is easier said than done.]

Majima had never brought home anyone before, let alone a girl—and damned if she wasn’t a stunner too, tall as hell and still wearing heels and stockings that emphasized her lean, strong legs. That wasn’t even to mention the fact that her little black dress was short enough that it didn’t hide just about anything, especially not how nice her ass was. Nishitani wouldn’t have guessed this was Majima’s type, not after seeing the girl that was supposed to double Makimura Makoto... but was a girl like this definable as a type? She was a little bit more incomprehensible, Nishitani could tell.
