Emperor Palpatine is in charge of everything ever, and that's just how it must be.
Until, of course, Vader learns that his son is alive and well, at which point "how it must be" takes a sharp turn in the direction of overthrowing Palpatine so Luke can have the galaxy.
Luke, meanwhile, has no desire to become an evil Emperor, but, well, overthrowing Palpatine would knock a few items off his to-do list...
