Summary
A contract means SHIELD plans to use him in the field. They want a soldier. A weapon. If the asset can demonstrate his value as an operative, SHIELD might never consider using him for anything else.
It offers a measure of protection, slight though it may be. But—
It isn’t a guarantee, Captain Rogers said. Not yet. The asset will have to earn it.
The asset resolves to meet every expectation SHIELD raises. He will comply with every demand. Follow every order.
If he does that, if he can keep SHIELD satisfied with his performance as a weapon— Maybe they won’t have time to consider other ways he could satisfy them.
It’s a possibility. A hope, tiny and vulnerable and the asset should know better—he *does* know better—but he holds on to it anyway because— (Maybe things will be different this time. Maybe, if he’s good enough— If he doesn’t ruin it for himself like he *always* ends up doing—)

Tony looks up from the holograph, glancing around the rest of the room. “Based on what we’ve discovered in Barnes’ files, my guess is it’s a subliminal message. Broadcast to trigger Hydra’s favorite toy soldier.”
“Trigger him to do what?” Steve demands, unease beginning to churn in his stomach.
“His files host evidence of substantial Hydra-embedded behavioral conditioning,” Sam remarks. “Which means the code could potentially trigger any number of things. There’s no way to know for sure. Not without Barnes’ input.”
“The only way to find out,” Tony says, slowly, “would be to show it to him.”
OR:
Someone's trying to talk to the Winter Soldier. Steve intends to find out who.

Summary
“Bucky?” Steve calls softly, and Bucky halts, going preternaturally still.
Steve finds himself thrown back to that day on the bridge, staring at the assailant who’d worn his best friend’s face, a flame of hope fluttering in his chest.
It’s with similar feeling that he watches Bucky slowly raise his eyes to meet Steve’s, and a similar agony pierces through him as Bucky stares at Steve with the same blank eyes of the Soldier.
“Steve,” Bucky says, after a too-long pause, brow ever-so-slightly furrowed.
His gaze goes to Sam as if he’s seeking reassurance. As if he needs confirmation that what he’s seeing is real. Only after Sam has offered a subtle nod does he look back at Steve, face pale as milk, and very empty.
“How— Why are you… here?”
Or,
Steve's epic stupidity and bad decision-making have unintended consequences.

“I can pay for your lunch,” The man offered again, looking apologetically desperate for it, and pulled his wallet out of his pocket. He was still wearing his gloves. Maybe he had poor circulation. He offered a wrinkled twenty to Yuri, who shook his head and waved it away.
“No bother. I must go back to the restaurant and get a new salad. They take forever to cook, but it is worth it.”
“Oh, where is it?” The man said, raising his eyebrows in conversation. He swallowed. “I’ve…uh, been looking for places to eat.”
“New to the area?”
The man nodded. “You could say that. Haven’t been around in a while.”
Yuri watched him with a frown. “Hmm,” He was pale and looked like he had lost a lot of weight in a short amount of time. His shoulders were hunched like he wanted to disappear. Perhaps he did drugs. Or was homeless. Either way, Yuri enjoyed forcing his favorite restaurant on other people.
“Come. I will take you to lunch. Izzy’s makes the best food during work breaks.”——————

“Have to go to central,” the officer who had recognized the two of them replied, glancing back at Bucky. “Only place that can secure people like you.”
Bucky simply nodded in response, his gaze shifting back down at the cuffs surrounding his wrists. It would take him less than two seconds to snap them, another thirty seconds maybe to disable the two officers and take over the vehicle. But then he’d be on the run again. And Sam…instead of angry, Sam would be disappointed. And that was a hell of a lot worse.
So Bucky waited.
He waited until they arrived at the station, reminding himself to breathe and release tension as the younger female officer moved his hands about for fingerprinting, and then again letting her position him for yet another photo, the metal arm causing a weird reflection in most shots.
Bucky initially froze at the strip search, having to remind himself once again that he should wait, as he methodically removed his clothes one step at a time, his right arm only trembling once before remembering how to turn his mind off, letting himself drift off as another person ran their hands over his body.
They asked many times if they could remove the arm, Bucky shaking his head firmly no every time. If there was a way to detach his arm, he didn’t know it. And he wasn’t going to let anyone poke around at it.
They left it well enough alone until he was processed, and then the basic metal cuffs on his wrists were exchanged for reinforced vibranium cuffs, about two inches in thickness, and matching ones around his ankles, with barely enough space to shuffle around.
Then he was placed, alone of course, in a cell, reinforced with some energy barrier similar to what they had at the raft. He rolled his eyes at the STARK logo in the top right corner. Damn Tony.
Shuffling over to the far corner, Bucky sat down, looking out at the flickering blue light. Finally no one was telling him what to do, or touching him without his permission, but instead of being relieved, Bucky felt almost…numb.

It should be simple. After all, it’s one of the first words every child learns, right after “mama” and “papa”. Hell, it had been Becca’s favorite word when she was two or three.
But he couldn’t say it. Not as a shout, not as a whisper, not as a prayer or a curse. It’s as if it got stuck somewhere between his throat and lips - it just wouldn’t come out.
