“No, it’s the thing you would do,” Vander rebutted, “but he clearly means to make the nation of Zaun real. After all, he did sign that damn paper.”
(Heimerdinger tells Vander he'll make the nation of Zaun real with only two requirements. This surprising move does not end in violence, thankfully, but it does mean two jaded old men are forced to talk to each other and figure out where they stand on the councilman's proposal.)
