Summary
King Viserys Targaryen, the first of his name, was, by all accounts, a good king. Even his subjects, noble-born or otherwise, often called him that. The Good King. And thus, it came as no surprise that when the Hightowers and their banners stopped paying taxes, the Good King did not retaliate against them.
But when the Hightower Alliance takes it a step further and rebels against the King's laws, it falls to Viserys' only child, Rhaenyra Targaryen, the Princess of Dragonstone and the heir to the Iron Throne, to bring the King's justice to the rebellious cities.
OR
The fic where Otto Hightower never was the Hand of the King on Viserys' Small Council, so Rhaenyra could grow under her father's watch and tutelage.
