Summary
Blake just kind of got on Weiss's nerves. She didn't have any real problem with her, but something about her just rubbed her the wrong way. And so, justified or not (probably not) she decided to do something to her to get back at her.
Blake seemed to not be the biggest fan of dogs, being a cat and all. But once Weiss was done with her, she'd be a very big fan of them.
