Tim's never been treated like a child. Why should things be any different with Red Hood?
Tim is used to being the exception, so it doesn’t really strike him as odd that he’s the exception to the Red Hood’s rules about hurting children, too.
It’s not like Tim is really a child, after all. He may be child-aged and child-shaped and legally a child, but all of that is superficial. The world has never treated him a child, and when people try to act like he’s one, he feels like a grown adult who’s being forced to sit in a tiny plastic elementary school chair and drink apple juice with his goldfish crackers.
Of course, at this point, goldfish and apple juice might be preferable.
