Summary
It is Telemachus who asks the question no one else has dared to.
“Will my father really return?” He asks her, leaning against her knee from where he sat on the floor, his wide brown eyes looking at her with a sort of solemn curiosity. Her hands still in the shuttle, the threads that danced with her fingers falling still on her loom. She lowered the shuttle and placed it on her lap, ready to reply with the answer that she had given him time and time again — of course.
But the words do not come, and for a moment she is frozen, staring mindlessly at her son, who looked so much like the father he had never met.
(Instead of Telemachus going on a journey to find out what happened to Odysseus, it is Penelope. And she does it much earlier, too).

"Release him!" She dares to demand, as if he was not her father, as if he was not King.
And lord Zeus, ruler of the Heavens, king of kings, looks upon his daughter and feels nothing but fury. The God-king looks upon his daughter and does not see the girl whom he praised as his favorite, he does not see his most valuable asset, Lord Zeus looks upon his daughter and only sees remnants of a prophecy spoken all those years ago, sees a threat, a defiant child who might one day overthrow him.
For this threat had followed their lineage, this threat that had been rooted in Kronos overthrowing Ouranos, and had followed with him, Zeus, God-king, overthrowing Kronos. So who was there to say Athena might not continue this cycle of children toppling their God-King father's reign?

And he stood with rage, rage for a daughter who had dared to defy him and make a fool of the God of gods before all of Olympus.
The same daughter who had been prophesized to be his downfall, to dethrone him like he had done his own father and his father had done his grandfather, the same daughter whose mother he ate when he had found that she was carrying a child because she would have been a threat, the same daughter who would have been his greatest foil had she been born a son.
Athena realized how this must have appeared to the God-king.

This is kind of a Warrior!Penelope fanfic. She's still at home and Odysseus is off doing his monster thing somewhere though.

”You’re thinking about him again, aren’t you?” Her son’s voice, a bit accusative, came from behind her.
Once a week, before the last peak of light disappeared behind the horizon, she came to stand here at this cliffside, waiting for a black smudge to appear in the distance. Telemachus knew this, he even accompanied her in the past when both of them visited it more frequently, hope driving their wait. The only reason he’d seek her out at this time was if he was in one of those grief-stricken moods where he wished Odysseus had never existed at all.
