Summary
Kazama Kana is a kid from a bad part of town who grew up quirkless. She doesn’t have a real family, just an aunt who doesn’t care, leaving her to do as she pleases most of the time. At age ten, she stops her first crime, aside from the typical self defense needed for her area, starting her vigilante ways. Not to say she looked for fights, typically she at least tried to lead a hero to the situation. But when ignored, or too far from a trustable hero, she handled it herself. Quirkless. Or so she thinks.
She doesn't discover her true quirk until later, when she learns to trust. There are different kinds of trust, forming in their own unique ways.
There are four people who taught her trust, two are understandable, two are not. A hero, an ally, a villainous vigilante, and the heir to the underworld. They have all suffered, one way or another, and a little trust goes a long way. -

Summary
Jason Todd has a plan.
He has a plan to protect those in the East End of Gotham who he loves. All he has to do is destabilise Black Mask's empire and become the new Crime lord of Gotham. A task which isn't as easy as it looks on paper. As Jason's priorities shift, Batman and his brightly coloured proteges becomes a side-note in his plan.
Despite this they seem to pop up awfully often.
Especially when they slowly decide one by one that the Red Hood is friend shaped. Honestly its not great for his street rep.
Oh and there is always the matter of the Joker to be considered.

Summary
Izuku Midoriya and Hitoshi Shinso are never going to be the kind of heroes that make civilains think ‘oh, thank god we’re saved,’ when they arrive at the scene. There's too much prejudice against them, so a kid with a villain quirk and one with no quirk at all are never going to be able to inspire that sort of trust.
So instead of becoming heroes that bring hope, they decide to become the next best thing.
The kind of heroes that make villains think, ‘oh, fuck, we’re screwed.’
