Specifically New York City.
He's going to a hero agency there to get a few years of experience before returning to Japan to become the Symbol of Hope.
He doesn't expect to meet one vigilante that will throw off his plans.

Summary
Midoriya Izuku thinks he's an average kid with dreams of being a hero. Sure, his quirk might be really strong, but that's nothing special. His quirk enhances his speed and strength immensely, but really it's no different that his mother's or father's quirk.
He finds out that he is the last of a dead race after he gets hit with a car and comes out without a scratch.

Being told by his idol that he can be a hero was the greatest thing that had ever happened in Midoriya Izuku’s life. In fact, it was so incredible and amazing that it compelled him to do something that he had been taught from an early age to NEVER do. He asked his teacher a question.
Or: Izuku decides to ask Toshinori to teach him how to use One For All while he’s cleaning up the beach. This prompts Toshinori to realize that he actually can’t really do that. So he reluctantly calls Gran Torino and gets him to help train and supervise Izuku’s ten month American Dream Plan for entering UA.

His hands, tired from struggling and explosions, barely twitched towards his throat. He couldn’t breathe, even now he couldn’t get a breath in and he didn’t think anyone noticed.
“K-Kacchan! Please, tell me he’s not—!”

It’s Link, which is absurd, because Link doesn’t sound like that, doesn’t quite look like that, and also—perhaps most pressingly—Link is halfway across the known world, currently.
There’s a very stilted, pregnant pause as they look at each other, silent on the windy hillside. Zelda stares much longer and more pointedly than both her station and common niceties allow, before hissing out, “Why do you look like Link?” because sometimes the most reliable way to the bottom of a scientific conundrum is simply asking.
The man who is most assuredly not Link blinks at her. “Because I am Link?”
