TaeTae was not up for adoption since he was undergoing therapy because of his former foster parents.
He was broken from the inside which made the caregivers decide to fight for him.
The need for the little to be loved and to be nurtured was the only thing that the caregivers wanted to give him.

Summary
The MCU is terrible about showing realistic consequences for things that happen (especially for Steve Rogers). They just gloss over the (very serious) things that should/could have happened if the movies were to actually follow real world logic. So this is my attempt at bringing some realism to the MCU in the form of short unconnected snippets of AU scenarios.
