Summary
This is universe in which two small events alter the results of the War of the Ring. First, at the storming of Isengard, Quickbeam is quicker, killing Saruman before he escapes. Second,is that before the Battle of the Black Gate, the bearers of the Three realize that Saruman's may have lied about the Three fading when the one is destroyed. Saruman had been a part of the White Council and considered their "expert" on Ring-lore. Since they realize Saruman's treachery, they are no longer he had told the truth.
As a result: Saruman never goes to the Shire. The troubles caused by Lotho is not so bad. Frodo is not affected by Saruman's Curse. The Three Rings, instead of fading, are freed by the destruction of the One to their full power. As a reward for this outcome, the Ban on returning from the West is lifted. Those who wish to do so are free to return. Galadriel delays her sailing until Celeborn can go with her; Elrond sails, for he is eager to find Celebrian. Bilbo sails, and Frodo and Gandalf accompany him to his new home and then come back. Frodo doesn't remain in the West, as Elrond and Gandalf are able to complete his healing on the voyage over.

Summary
