Summary
Dormant Quirks are a rare phenomenon, so much so that when Midoriya Izuku is diagnosed as Quirkless based off of one x-ray, no one questions it.
After being accepted as the number one Hero's successor and gifted his Quirk, Midoriya finds out that he wasn't Quirkless after all. Although having 24 voices in your head constantly chiming in is far from what he had expected his Quirk to be.

Criminals run wild, wishing for their success and counting the short seconds they have to get away with their scores.
The young boy senses the power trembling beneath his surface, he knows he has to do something, so he shall follow the pull of his heart that makes his body move on its own and jump to the fray, and maybe get a few friends on this new path.
Two questions arise when his deeds come to light: is he ready for a World of Crisis? Is the World of Crisis ready for him?
