His eyes drag from the light blue glow to his parted lips, chapped and slightly blue from lack of oxygen. Chest compressions are out of the picture because of the armour and he isn’t 100% sure the only option left will even work, but he owes it to Stark to at least try.
Steve pinches Stark’s nose, takes a deep breath, and leans forward, creating a seal with his lips on the other’s mouth.
When Steve gives Stark mouth-to-mouth in a desperate last attempt to save the man, a bystander snaps a photo, throwing the two heroes into a whirlwind of a fake romance regardless of their dislike for one another.
(Based on the line from Avengers 2012 when Tony says, "Please tell me nobody kissed me.") -

Pepper’s voice dies as her eyes rake over Natasha. Her gaze isn’t exactly dark and heavy, yet it still makes her heart beat a little faster. Natasha can see the hint of a blush dusting her cheeks.
“You, uh”—she clears her throat—“you have bangs.”
“Yeah,” she responds, twirling a lock of her hair between her fingers, watching Pepper’s eyes flick to the strands and then back up to her face. “What do you think?”
Natasha cuts her hair and Pepper thinks she looks great. That's it, that's the entire fic.
