Summary
Executor Federico first learned how to read emotions when he was a child. Different emotions can be substituted with lines: straight lines and curves form different patterns, and each pattern corresponds to a different state of mind. Sadness, grief, anger, fury. But that was not everything that Federico saw in the Doctor, when they arrived too late to save the village. He saw an emotion that embrace the thorns all the same.
When the Law of Laterano alone proved insufficient to enact justice, an executor must lend their hand. But where does the law come from, and how does one find justice? If laws and emotions both stem from human experience, does one not influence the other?

They’re incredibly fragile and sensitive to pain, so it takes a massive amount of trust for an angel to allow someone to touch their wings. To clean an angel's wings is an incredibly rare and intimate experience and triggers emotional bonding with the angel. Treat an angel's wings with great care, as to be given an angel's wings is the highest form of trust they can give you.
It had been millennia since Lucifer let anyone touch his wings. Besides Lilith when she had to help with preening, he kept them hidden unless necessary and only maintained them when it physically started to hurt. He didn’t really like to think about his wings, and preferred to keep them away and out of reach.
Then Charlie barreled into his life.
