Bucky was about to answer ‘no’, or perhaps ‘fuck off’, when he caught sight of faint scarring on the inside of Zemo’s left wrist. Except it wasn’t scarring - it was a symbol, so pale as to be almost invisible. Bucky may not have seen it in seventy-eight years, but he recognized it instantly.

Summary
After Zemo proves capable of pulling strings from the Raft, it's agreed that he needs tighter security. Wakanda has been developing a criminal rehabilitation program, and the baron is the perfect test candidate. Removed from the rest of the world, he is well and truly confined and guarded. Wakanda is satisfied with the poetic justice that is them guarding Helmut Zemo in the end. Since it is a rehabilitation program, however, prisoners are to be granted privileges and rewards for good behavior. And, as it happens, Zemo is a model inmate. When HYDRA resurfaces, will he be able to pick up where he left off?
In search of something familiar and something else, James opens up a line of communication with Zemo. He's not quite sure yet what it all means; what expectations he or Zemo has in regards to their exchanges. But as the petty, bitter tone of his letters change and their relationship evolves, James finds himself falling head-first into something so freeing, so terrifying, he's not sure he'll ever be able to come back.
There's a switch in James' head that can be--needs to be--flipped. What happens when the Winter Soldier needs to be released back into the world, and Zemo once again holds the reins?

Sam’s eyebrows were in his hairline, mouth an irritated slash, enough frustration in his tone to make it sound like he was speaking to a stubborn child. As though Bucky was refusing to see Zemo’s sins. Bucky ran a hand through his hair, fought the temptation to claw at his scalp. He got Sam’s disbelief, his concern, but it didn’t change anything. Zemo had let him in that night, had let him see a glimpse of what lay beneath his substantial armour, things that maybe no one else would ever get to see. Bucky knew as they’d fallen asleep together, wrapped up and close, safe, that he’d never be able to explain this fully to another soul. It wasn’t that he didn’t see Zemo’s sins, it was that he saw more than that.
