It sucks, what is happening to animals but it is much bigger than anything you can do but Elphie cares so much for it, and the Wizard in all his Wizard wisdom will help her when she impresses him as she certainly will! She might move there when they graduate Shiz, and you will visit her as often as you can.
She never comes back from that train.

Her fingers ghosted over a spot between his shoulder blades, sending an involuntary shiver down his spine. For a moment, a spike of panic built in his chest, but he'd managed to shove it down.
"Can I ask.. what was this from?" Lumine said quietly.
Xiao hesitated. The memory burned in his mind. He remembered the day where he'd gotten those marks, for they were some of ones he couldn't get rid of. He normally wouldn't ever tell anyone about it, as it would demonstrate just how pathetically weak he truly was, but the words started before he could stop them.
"I used to have wings." he said.
