This included anyone who had never entered the academy, anyone who had failed the initial physical requirements to join the academy, anyone who had dropped out of the academy for any reason, and even anyone who had been failed out of the shinobi program either while in the academy or by a Jōnin-sensei.
Project Kikai, it was called.
