The views for season 53 were too low for her average, the superiors were furious demanding that she do something. Tsumugi after much research into an alternative to the murders or motives found that this season there was almost no fanservice so she decided that a little fun for the fans was not such a bad idea.
Tsumugi doesn't have enough morals to not sexualize the only Omega left for millions of people to see, after all, she is the mastermind.

When checking out the store in the Casino, he found a strange Monopad which only cost one coin, and after buying it, he found a keycard taped to the back of it.
The purpose of the keycard seemed obvious to him, and Shuichi made the decision to investigate, with the hopes of finding the Mastermind and ending the Killing Game.
Unfortunately for him, this would be the worst decision of his life.
