Summary
Garak and Julian work to get the measure of one another, each of them trying to see what's hidden under the other man's skin.
Once upon a time, Julian imagined he might do better on a planet other than Earth, that he was a sort of modern-day changeling child, abandoned on a planet he wasn't fit for.
It cut at the time that it wasn't true - it cuts all the deeper when, some years down the line, Earth sees fit to abandon him to someone else's planet after all.

Julian Bashir - recently freed from prison, where he spent a year for illegal augmentation - must decide if he wants to accept a proposition to attend medical school on either Bajor or Cardassia.

Summary

Starfleet's lynchpin for these missions is a human augment recently pulled from prison to assist.
A few scenes reference characters or events from Stitch in Time, though it isn't necessary to have read that novel to follow along.

For some reason dr. Parmak, Garak, Damar, Pythas and Dukat went to Earth in winter. Or in late autumn, maybe. In case of low temperatures they have to stay together, and this certainly concerns them. So they drink something hot and wait for hospitable humans to collect them from shuttle port.
Just imagine cooperation between Central Command, Obsidian Order representatives and dr. Parmak in such harsh weather conditions.
