This isn't exactly a no powers au it's more of a dull powers au. It's also more an athlete au.
Essentially it's like humans have evolved so much that bending has dulled so much. Fire benders can still create small fires and control fire, Water benders can control small ammounts of water, Same with Air benders. Rock benders essentially just have tough skin and can make things like small pebbles moldable.
Also they're not called benders they're called Elements.
The "Avatar" is the culture collector/True ElementalYeah so essentially just a sporty modern au....
