Summary
The throne room holds a kind of gravity to it, like the Southern Air Temple, like Hama’s home. It’s seen the destruction of generations, of cultures, of people and property and locations and hope.
And now, the throne sits, bare and waiting for a person who does not exist. Uncle Iroh cannot take the throne without challenging Ozai as he was formally abdicated months ago. Ozai is too weak to fight. His challenge to the throne will have to wait, but he also has no living relatives, no sons or daughters or step-children to continue the royal line. He’s too old to produce children. Sokka doesn’t know whether Uncle Iroh will ascend to the throne. He doesn’t know if he respects this choice, or if it’s a weakness.
The throne is bare. There’s a very real possibility that this is how it will remain.

Hi, Sokka practices signing in his bedroom. Will you be my friend? Are we friends? I dunno.
When he asks, Zuko gently tears up and Sokka blurts, No, it’s gonna hurt you! He changes Zuko’s bandage and begins to heal the pink skin underneath. This is their daily ritual. Sokka’s palms glow a brilliant blue as he lays them on Zuko’s cheeks. Don’t cry, prince.
Zuko smiles. It’s okay. No one ever asked me that before. I like being your friend.
So it’s alright?
More than alright. Zuko lies back in his bed gingerly. Can I try walking today?
In which Zuko is healing from his Agni Kai with Ozai on a ship, and Sokka is his healer. They quickly become best friends and bond over the shared pain of the past.

Iroh accepts, mournfully, that it's going to be a long, long time before Zuko ever feels safe again. If Zuko ever feels safe again. Because of that, because Iroh thinks he already knows the reason for his nephew's silence, he doesn't look closer at just how quiet Zuko has been since waking.
Iroh should have noticed.
He wonders, later, if this, too, is his fault. If something he said while his nephew was still drifting, barely aware of his surroundings, had struck deeper than he meant it to. If even something as simple as a well-meant shh, Zuko, shh had a hand in this.
If Iroh had somehow taken his original mistake and deepened it, rather than trying to make up for it.
