San Diego was put on lockdown two weeks ago. Citizens were supposed to limit their time outside, and they were to wear masks if they absolutely had to go out in public. The government told its citizens that there was nothing to be worried about- that these were simply precautions that they were taking. That the real issue was far in the future.
