The invitation made it clear that Celene was not confident which side Anora might choose to back.
This at first amused Anora, then honestly it baffled her. However frosty her personal interactions had been with Celene in the six or so times they had met in the past, her cousin Gaspard would be worse sitting on the Orlesian throne. His martial ambitions might very well be the end of Ferelden’s short lived independence.
But since Celene was uncertain about Anora's loyalties, she thought that might as well take advantage of the situation presented to her. And, well, the very thought that Celene was so worried for her throne that she’d come grovelling to Anora, was quite enough for Anora to happily sacrifice her summer plans.

Orlais is teetering on the edge of Civil War, and Anora has gone to Orlais to see quite how much Celene is prepared to offer for her support. And Anora gets more than she bargained for.
