2/2 Promotion of spaceport infrastructure funding, whether from government grants or private sources, given how important infrastructure is to all modes of transportation, Improving human space flight training by allowing people to buy tickets to fly in the back seat of high performance or former military aircraft. That is something that is allowed in other countries, and NASA continues to use such aircraft to train its astronauts. The policies should be changed to allow that type of training to be done commercially in the United States. Establishment of a goal to support the development of point to point transportation, with all the potential benefits that will have for our international spaceport community. There, captured in monochrome, was Dayton Ragland, an Air Force pilot - An African American Air Force Pilot. For Ed, who had crafted planes from orange crates, this encounter was a beacon of possibility, illuminating Ed’s path from the segregated streets to the boundless skies Dwight’s journey took flight in earnest when he enlisted in the United States Air Force in 1953. His talent and tenacity propelled him through the ranks, and he earned his wings with the poise and precision that would become his hallmark. The winds of change, however, carried with them the whispers of opportunity. It was President John F. Kennedy’s administration that saw in Dwight not just a pilot but a pioneer. He was handpicked to join the elite ranks of those training for the nascent space program—a path that could have led him to become the first African American astronaut. The United States and Saudi Arabia have signed a framework agreement that opens new possibilities for cooperation with NASA. India and the United States have initiated discussions to establish a strategic framework for human spaceflight by the end of the year. Their joint efforts aim to send an Indian astronaut to the International Space Station (ISS) in 2024. This significant collaboration was announced during a meeting between US President Joe Biden and Indian Prime Minister Narendra Modi. They expressed their commitment to deepen their partnership in outer space exploration. The discussions involve various aspects, including modalities, capacity building, and training to prepare for the joint mission to the ISS. Both nations are actively working to finalize a strategic framework for cooperation in human spaceflight by the end of 2023. Furthermore, the leaders highlighted their intent to enhance coordination on planetary defense to protect Earth and space assets from potential threats such as asteroids and near-Earth objects. The United States also pledged support for India's participation in asteroid detection and tracking through the Minor Planet Center. In addition to human spaceflight cooperation, the two countries are focusing on strengthening their collaboration in the quantum domain, with bilateral efforts and participation in the Quantum Entanglement Exchange, a platform facilitating international quantum exchange opportunities.
