Restructure the menu to fit an explicit Download menu item

Basic Example

The menu needs an explicit menu item for downloading OpenTofu in case the user doesn't land on the start page directly. The current menu fits all available space so the menu will need to be restructured.

Drawbacks

One or more items will need to move to a submenu.
