Revert boost/bind.hpp changes in headers, bump to 11.10.1 (gazebosim#…

Changing the includes can break downstream software,
so let's revert to boost/bind.hpp and define
BOOST_BIND_GLOBAL_PLACEHOLDERS to fix the
compiler warnings.
