Describe the bug

Failed to generate API report after running pnpm exec dev-tool admin migrate-package --package-name=@azure/arm-durabletask

Root cause
Failed create review folder

To Reproduce
Steps to reproduce the behavior:

  1. cd sdk/durabletask/arm-durabletask
  2. pnpm exec dev-tool admin migrate-package --package-name=@azure/arm-durabletask
  3. rush update
  4. cd ../../.. (back to root)
  5. rush build -t @azure/arm-durabletask --verbose

Expected behavior
build successfully
