This is a political banner about Miguel Etchecolatz, and does not follow the Non-free content criteria. It is not a banner noteworthy in itself (as the "hope" poster of Obama), but just a random poster taken from somewhere in the internet. It fails NFCC #1: it does not say anything that couldn't be explained in mere words, in fact it's not even mentioned in the body of the article. It fails NFCC #4: a casual internet user combining a photo and text with an image editor and uploading the result in the internet can hardly be considered as "previous publication", at least for the purpose meant by the policy (which is meant to set apart, for example, a picture of Superman taken from a comic book cover and a fan-art drawing of Superman). It fails NFCC #8: it does not increase the understanding of the topic, nor there is any significant loss in the removal. Technically, it should, but when I first started uploading images here a long time ago without displaying a source, they were tagged as "no source" for just having {{PD-self}}. A lot of lazy editors will just take images from websites and stick on a {{PD-self}} tag and call it a day. I've had many images deleted over time because editors finally do add a source and it's someone besides themselves despite the license tag. In my experience, tagging with "no source" is the best way to deal with these kind of situations, otherwise the FfD seems like a violation of WP:AGF by just assuming that the free image the user uploaded is "probably copyrighted".

This file is tagged with {{PD-India}}, which seems to be accurate, since the author died in 1947, more than 50 years ago. However, the {{PD-India}} tag says that the image cannot be kept unless it is also in the public domain in the United States, which would require that it was in the public domain in India in 1996, which would require the author to have died before 1941, which is not the case. So it seems that this image is not in the public domain in the United States. If this is true, it is a non-free image, and we cannot justify its use here under the non-free content criteria, because it is potentially replaceable by a free image (hence failing WP:NFCC#1). —Bkell (talk) 17:23, 24 September 2011 (UTC)[reply]
