Fails WP:DICDEF, specifically the part about Wikipedia not being a phrasebook. The article does not present an explanation about the context of the phrase, also leading it to fail WP:INDISCRIMINATE.   • Delete: per nom. The article reads more like an essay, and is confused about its scope. Is it about the phrase, or the idea? DICDEF does say: In other cases, a word or phrase is often used as a "lens" or concept through which another topic or closely related set of topics are grouped, seen or renamed. The sources include a Yale University Press book, but with the other sources being editorials and marginally related think pieces, I don't think it passes GNG.
