It has been discussed many times, and consensus is that penalties is not included in results. As an example FIFA lists those matches as draws in the stats after the tournaments. Penalties are only to decide teams for next rount. I know some editors are not aware of it, but that is no reason for keep doing it. Leicester City for a few years ago was not a club that drew much attention so that error was not spotted at that time. Some examples of discussions (the first I saw when searching at WT:FOOTY archives are:
- Wikipedia talk:WikiProject Football/Archive 84#Include penalties in result or dont? (i.e. footballbox collapsible)
- Wikipedia talk:WikiProject Football/Archive 52#Draws with penalties...
