Description
English: U.S. President Franklin Delano Roosevelt addresses a joint session of United States Congress. It is typically identified as a photo of Roosevelt's "Infamy" speech, December 8, 1941, however this has been disputed. It is also possible that this photo was actually taken during his "Four Freedoms" speech (State of the Union address, January 6, 1941) or his 1942 State of the Union address (January 6, 1942).
