Cannot possibly be attributed to reliable sources and unsuitable for an encyclopaedia. Put diplomatically, after reading this article I have literally no idea what/who/when it is about. Update It seems this article was a Google-translated copy of an article from the Russian Wikipedia which was deleted for being a copyright violation (see http://ru.wikipedia.org/wiki/Мозгалевский_Николай_Осипович). The violating text has been removed entirely. The article is apparently about an individual involved with the Decembrist revolt. I have been unable to find any English-language information relating to the subject thus I submit failure to conform to WP:BIO. - He seems to be notable as the ancestor of a lot of (upper class) people in the Yenisei area. The issue then boils down to the general notability of Decembrist. It is likely that Soviet historians considered all Decembrists as notable and wrote extensive biographies on them.
- We had a similar discussion in the Finnish Wikipedia on the notability of individual members of the Jäger Movement. Finnish militarist had assembled multiple Matrikels on them.
