Not notable, and is promotional. The article promotes the artist, and links to his website. Two interviews are provides as the references, https://pittnews.com/article/126935/silhouettes-2017/jack-stauber/ and https://newretrowave.com/2018/07/20/an-interview-with-jack-stauber/ These are both blatantly non-independent of the subject and thus do not contribute evidence of Wikipedia-notability.
