This article is about an award presented by a Moroccan training company. It is entirely non-notable, has no RS presented and is totally promotional. The website is 'powered by GoDaddy', which already has us in the weeds. Basically, this is borderline hoax - a commercially motivated award of questionable merit and absolutely zero notability.
