The statement about the Americas was tautological because it also spoke of "independent nations". However, Suriname is in fact the only area (independent or not) where Dutch is a majority language. Probably the statement said that at first and was then changed to "independent nation" in error because someone thought the Dutch dependencies were actually Dutch-speaking.
