Senior Proposal Manager


GOPA Group US is seeking a Senior Proposal Manager to develop, track, and maintain procurement processes for GOPA Group US, the Washington, D.C., based branch of GOPA Group. This position is full-time and hybrid and will report to the Managing Director. The successful applicant must be able to meet in person with key stakeholders in Washington, D.C., as needed. Travel for proposal preparation to developing countries may be required, as well as travel to GOPA Group’s headquarters in Germany.

WHO YOU ARE:


The successful applicant will be a dynamic addition to the team and have strong experience in founding Business Development processes and practices. In particular, the successful applicant will be able to shepherd processes, analyze a sector to develop priorities, and have a keen sense of how to approach donors and implementers to form lasting and positive relationships.


Key responsibilities of this role will include:


  • Identify and drive early market capture, tracking and scoping of assigned opportunities and assessment of competitive position;
  • Analytical skills to assess priority countries and actions relevant to grow GOPA Group US’ activities to meet the development and humanitarian priorities of the US Government;
  • Development of tender strategy, client/partner/consultant engagement and relationship-building, and pre-positioning;
  • Make recommendations to GOPA Group US Business Governance Unit on ‘go/no go’ assessment for identified opportunities;
  • Manage key proposal preparation activities, including identification of external partners, consultants, technical contributors, as well as ensuring necessary internal proposal teams/resources are in place;
  • Preparation of Expressions of Interests, Requests for Information, or oversight/quality assurance of other BD staff to prepare those for priority opportunities;
  • Participate in collaboration workshops with the client that will inform proposal development;
  • Oversight, management and quality assurance of the end-to-end tender process, including facilitating planning sessions;
  • Support and lead proposal writing including overall responsibility for drafting and finalizing a high-quality technical proposal that clearly responds to request criteria and articulates GOPA Group US’s ‘win strategy’. This will include tasking and integrating internal/external contributions, and incorporating review feedback, as required;
  • Oversee the assigned bid coordinator in the development of a bid schedule, and their coordination of all necessary inputs including legal/tax review, compliance, recruitment, tender writing, costings, desk-top publishing, reviews and necessary approvals for submission;
  • Maintain strong relationships with GOPA Group project management teams, to ensure our proposals capture the development ideas, good practice, lessons, and performance feedback from our large and diverse portfolio; and
  • All other duties as outlined in the position description.


To be successful in this role, you will present the following key skills and attributes:


  • Post-graduate degree in a relevant field (preferred);
  • Minimum 5 - 8 years of relevant and progressive experience, for example: evolving and dynamic experience with a managing contractor or donor client;
  • Experience procuring USAID programs required, with other USG agency procurement experience, such as MCC, an advantage;
  • Relevant experience across the International Development sector, experience with policy analysis, research and proposals would be an advantage;
  • Strong sense of ownership, accountability and commercial acumen with regards to growing the organization’s business;
  • Proven ability to build effective relationships with clients from a wide range of professional and cultural backgrounds, and to work effectively in politically sensitive and challenging environments; 
  • Experience in working across the region with an ability to undertake international travel and an enthusiasm for tackling unfamiliar and challenging problems;
  • Outstanding English written and oral communication skills with French, Spanish, and/or Arabic or Russian as an advantage;
  • Excellent interpersonal skills and a strong team collaborative approach;
  • Strong attention to detail with a focus on quality outcomes;
  • Mature and professional approach to work and an ability to work under pressure to tight deadlines;
  • Well-developed analytical and conceptual skills to reason through problems and complex issues, anticipate barriers, and create practical solutions;
  • Ability to maintain a positive outlook and sense of humor with team members;
  • International travel may be required.
