Senior Program Manager

We, Millennium Partners, are seeking a skilled Senior Program and Operations Manager to support the USAID Global Accountability Program/Strengthening National Architectures to Counter Corruption (GAP/SNA) Activity.


Under the supervision of the GAP/SNA Chief of Party (COP), the Senior Program and Operations Manager will play a crucial role in coordinating among multiple teams and Taskings aimed at curbing corruption on a global scale.

Position: GAP/SNA Senior Program and Operations Manager (full time)

Location: Remote/Home-based with up to 25% travel expected

Application Deadline: June 21, 2024

Salary range: $85,000 - $95,000/year


Key responsibilities include:


70% Program Management

Provide backstopping support for multiple Tasking teams in all aspects of program management, ensuring the effective and efficient execution of the established program work plans, actions, outcomes, and timelines.


Identify problems and barriers and make recommendations for necessary adjustments to ensure successful, quality outcomes.


Facilitate collaboration with team leadership, other team members and across the teams to coordinate programmatic activities and priorities, ensuring alignment with broader institutional strategies and approaches.


Facilitate the development of detailed work plans to ensure achievement of assigned program(s) objective(s) and expected outcomes, including the establishment of actions to be taken, the required resources (time, funding, staffing, etc.), a schedule/timeline for the actions required, and specific measures/metrics for evaluation at completion.

Ensure compliance with Monitoring, Evaluation and Leaning (MEAL) frameworks, inclusive of reviewing data and metrics associated with program progress and creating data visualization of results and impact.


Draft, review, and edit drafts prepared by other program staff members, consolidating contents when needed to ensure comprehensive integrated deliverables, inclusive of reports (e.g. quarterly), work plans, and presentations, ensuring proper and accurate formatting, spelling, and grammar usage as well as inclusion of required content, and finalize for submission.


20% Operations

Writes Statements of Work for subcontracts, serves as primary point of contact between all US based subcontractors and partners. Millennium Partners Home Office finance and senior management reviews for a financial feasibility and regulatory compliance.

Provides oversight of start-up operational activities, such as mobilization and demobilization of staff, GAP/SNA Core Team-based procurements, and bid analysis processes to support country teams.


Supports GAP/SNA Finance and Grants staff with review of subcontractor and grantee budget documents and budget-related negotiations with potential subcontractors and grantees.

Resolves complex contractual issues with appropriate escalation and collaboration with Contracts and senior management.


Supports the Finance team’s preparation of budget realignments, contract modifications, and subcontract modifications.

Ensures team drafts routine contractual documents using approved templates.

Monitors accuracy of project budget and provides analysis and solutions; understands financial structure of contract and advises Chief of Party and home office on problem solving.




10% Staff Management

Supervises, trains and coaches Project Associates and Interns

Coordinates orientation for all staff in consultation with senior management

Encourages information sharing to improve uptake of technical and operational skills and knowledge across the entire GAP/SNA team

Conducts performance reviews and goal setting meetings for Associates


Qualifications:

Bachelor's degree, preferably in International Relations, Political Science or a related field, or equivalent experience. Graduate degree in a similar discipline preferred.

7 years of progressively responsible experience with complex donor-funded projects, preferably USAID or similar bilateral agencies. (5 years with a Masters)

Experience working in international-development, anti-corruption and/or accountability programs for donor-funded programs.

A strong attention-to-detail with a focus on quality, completeness, and timeliness.

Highly proficient at Sharepoint, MS Office suite, Teams and online platforms.

Excellent interpersonal skills and cultural sensitivity to interact effectively and diplomatically with individuals at all levels of the organization, as well as externally both domestically and internationally.

A Task Order under the Active Communities Effective States (ACES) IDIQ, GAP/SNA aims to strengthen partner country systems and capacity in preventing, detecting, investigating, and disrupting transnational corruption, grand corruption, and kleptocracy.

Under the GAP/SNA task order Millennium Partners will undertake short and long term sub activities or “taskings” that are global, regional and local. To date Millennium has been asked to undertake a number of short term taskings, a long term Eastern Europe regional tasking and a long term Zambia tasking.
