Duties

  • Serves as DeFacto Chief of Staff.
  • Operational control as the Executive Director for Management over Agency Support Divisions, including Human Resources and Administration, Finance, Information Technology, Acquisition, and Strategic Plans and Policy.
  • The direct Liaison with the Office of Management and Budget, the eleven ABMC Commissioners, and Congressional authorizing and appropriations sub-committees.
  • Review budgetary programs for adequacy and servicing capability and makes appropriate recommendations for further action if necessary.
  • Coordinate closely with key ABMC leaders and managers in the Paris office to assure that the work of the Arlington staff divisions is coordinated with and supports the efforts of the field.
  • Serve as Program Manager for development of agency policy, ensuring currency and compliance with applicable legal and regulatory requirements.

Qualifications

Time in Grade

Time-in-grade restrictions apply for all candidates considered under Merit Promotion (generally applicants who have held a Federal civilian appointment within the previous 52 weeks). These applicants must have 1 year time-in-grade at the next lower level or equivalent to qualify.

Specialized Experience: For the GS- 15 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS-14); or its non-Federal equivalent that demonstrates: Demonstrated experience leading an organization to improve support operations using business process modernization, setting priorities for current and future initiatives, allocating resources, and providing guidance and direction for technically complex program areas such as Human Capital, Finance, Strategic Planning, Information Technology and Administration

AND

Demonstrated ability to serve as an organizational representative. Communicates effectively orally and in writing with government officials, including at the highest level of Federal, state, and local government agencies; senior industry executives; members of Congress; foreign government officials; international organizations; the media; and the public on matters which may be sensitive, controversial and/or complex.

AND

Demonstrated experience applying Federal and other budget-related laws, regulations, policies, precedents, methods, and techniques to oversee the programming, formulating and justifying an agency-wide budget to include coordination and submission of products to meet Department level or higher-level guidance. Experience in the development of alternative budget proposals and analyses of agency requests.
