Introduction:

Mindseeker is looking for a Procurement Director to join the Mindseeker Team and support the Millennium Challenge Corporation (MCC). The Procurement Director will work within the Program Acquisition and Assistance (PAA) Practice Group, Sector Operations Division within the Department of Compact Operations (DCO). The Procurement Group oversees the procurement activities undertaken using MCC-provided procurement guidelines and standard bidding documents.,

Major Duties and Responsibilities:

  • Conduct internal administrative tasks such as cross-posting Accountable Entity (the foreign partner government entity set up to manage MCC funded project or the AE) procurement notices on to SAM.gov, a government website; manage internal procurement and grants webpage; conduct eligibility checks on bidders in AE countries, and other work as assigned.
  • When assigned to a MCC country team (CT), participate as a member of the CT in the review and revision of the AE procurement-related documents to ensure compliance with all MCC program procurement regulations and guidelines. This will include:
  • Reviewing of procurement plans, procurement performance reports, bidding documents, evaluation reports, draft contracts, and contract modifications from the AE countries; and
  • Providing recommendations to the MCC CTs and to MCC management regarding the procurement strategies in the AE countries for improving procurement efficiencies.
  • Participate in the reviews of fraud and corruption allegations reported by bidders or other stakeholders as required by the MCC policy.
  • Provide training to MCC and AE staff on a wide variety of topics covering the entire procurement lifecycle.
  • Generate concept notes and best practices papers and develop innovative solutions to complex procurement related issues.
  • Negotiate and resolve specific procurement issues with the AE and MCC CTs during MCC’s program development and implementation; handle questions from the AEs on bidding and award issues; develop and support AEs with Bid Challenge procedures; provide guidance to the AEs on steps to improve contractor performance within the terms of the applicable contracts.
  • Perform Contracting Officer Representative (COR) and/or Project Monitor responsibilities for MCC consultant contracts.
  • Participate in market outreach activities for expanding awareness of procurement opportunities associated with MCC Compacts.
  • Participate in MCC program (called Compacts) closure activities to ensure that the MCC and AE teams fully document all procurement related events associated with the Compact.
  • Participate in preparation and appraisal missions for the assigned portfolio of projects as the lead procurement expert; assess procurement implications of the project design, conduct market analysis and market outreach events as requested.
  • Perform other duties as assigned.

Minimum Qualifications:

  • Bachelor’s degree in relevant field of study OR at least 5 years of international public procurement experience.
  • Without a bachelor’s degree, a total of 10 years of experience in the field of international public procurement.
  • Demonstrated experience conducting and supervising the implementation of international public procurement activities following procedures, guidelines and regulations of multilateral organizations such as the World Bank or that of MCC. Experience with US Federal Acquisition Regulations (FAR) are not relevant to this requirement.
  • Candidate must be a US Citizen


Work Environment:

  • Candidate must be able to work in a hybrid office setting in Washington, DC., with 2-3 days per week presence in MCC office.
  • Fully remote work will not be permitted.
  • The work is primarily sedentary, although some walking, bending, or carrying of light items may be involved.
  • Domestic and/or international travel may be required.
