This role is working on regional and nationally significant Strategic Resource Options, which focus on reducing drought risk for water companies across the country. Severn Trent is integral to five of these innovative schemes and are beginning work on a number of new schemes for the next planning cycle. The development of our SRO’s is overseen by the Regulators Alliance for Progressing Infrastructure Development (RAPID) and subject to a gated process. This role will focus on delivering the engineering programmes for SROs from inception to project delivery. This is a great opportunity to work on nationally significant infrastructure projects, making a significant contribution to developing future water resources, for our region and beyond.

More About The Engineering Workstream

The SRO engineering workstream is integral to Severn Trent’s SRO programme and is led by the Engineering Lead. This workstream drives the engineering and cost components on the SRO programme. We work collaboratively in multi-disciplinary project teams with regulators, internal partners, specialists, and consultants to deliver engineering design for the SROs, at each stage of the gated process.

Key Responsibilities Of An Engineering Technical Lead Include

Work in conjunction with our internal Environmental experts to develop the outline solutions to the required level of maturity ensuring we deliver the best value option, not simply the least cost option

Define work packages and timelines to deliver the engineering, operation and costing elements to meet the RAPID gate requirements

Draft scope / Service Order documentation to allow internal Commercial experts to efficiently procure Framework Consultants / ECI commissions

Work collaboratively with our Commercial staff to procure packages of work for engineering/operation and costing elements

Effectively lead the appointed suppliers, working collaboratively with key stakeholders to deliver the assigned projects to time and budget, expediting design and supporting administration of the contracts

Work collaboratively with internal & partnering water company PMs to ensure engineering packages are delivered efficiently

Work in conjunction with our internal Programme Management Office and Commercial teams to plan and develop the delivery of a programme of work to enable the Framework Consultants and ECI contractors to achieve critical submission dates to meet immovable RAPID gate dates

Work collaboratively with partner water companies / 3rd Parties and their appointed suppliers to ensure all engineering components are aligned to deliver end-to-end solutions

Develop project and system level operating regimes to optimise solutions ensuring water resources are available to meet agreed deployment timelines. These will form the basis of contractual agreements, including financial penalties for failure to meet Service Level Agreements

Develop overall project costs, including CAPEX, OPEX, costed risk registers & Optimism Bias schedules to allow Net Present Values & Average Incremental Costs to be submitted to RAPID and the regional water groups for company & regional investment modelling for selection of Best Value Plans

Work in conjunction with Strategy & Regulation colleagues to develop water trading charges for submission to water companies and regional water groups. These will form the basis of contractual arrangements for new bulk supply agreements

Author the relevant sections of publicly available RAPID gate submissions

Lead the engineering elements of our extensive internal and external assurance and governance processes to ensure timely sign-off allowing submission to RAPID

Completion of regulatory financial and benefit tables for use in our PR24 Business Plan and Water Resource Management Plan submissions

Support a culture of curiosity and challenge within our wider team in order to continually identify areas for improvement and maximise the opportunities to innovate and drive further efficiency and effectiveness to meet our ambitious goals for the environment, our customers and wider society

What You’ll Bring To The Role

Evidence of collaborative working with consultants, environmentalists, project managers, other water companies and regulators.

Knowledge of relevant water and environmental legislation in the UK and awareness of potential future changes.

Experience of Stakeholder Management as you’ll need to build trusting relationships with our regulators along with stakeholders.

Understanding of the relevant regulatory, social, political and environmental drivers that affect Severn Trent.

Candidate Specification

An experienced and engaging engineering professional, who takes pride in their work, embraces curiosity, has courage to lead and shows care to all those around.

  • Demonstrable track record in successful project delivery within the water industry involving multi-disciplinary teams with a wide range of stakeholders
  • Technical leadership at a senior level on complex, multi-disciplinary, high value water industry projects
  • Ability to lead by technical example a team of engineers / treatment specialists / process scientists
  • Extensive experience of working in a water industry multi-disciplinary design environment at a senior level
  • Extensive experience of working within NEC project management framework

Desirable

  • Professional chartership – or clear path to achieving chartership
  • Relevant engineering qualifications to at least degree level. However, this is not essential if the candidate has suitable work experience in this field.
