Description Of Job

Division of Gaming:

Ensures that limited gaming is conducted honestly, fairly, and competitively, and is free from criminal and corrupt elements.

What We Do

Sports Betting/Fantasy Sports unit ensures honesty and integrity in the sports betting and fantasy sports industry, through equal parts of education, compliance, and enforcement. The work unit ensures the physical and logistical security of sports wagering on-line and in off-site Sports Betting areas.

A typical day in the life of a Compliance Investigator II:

The Compliance Investigator II conducts complex compliance inspections and investigations of alleged violations of Colorado Gaming and Sports Betting Statutes, rules, and regulations to determine if administrative/disciplinary action is warranted. This position assists with or conducts investigations of sports betting licensees while enforcing the Sports Betting Statutes and Regulations.This position will also perform duties that may not be present within this PD, as assigned by the appointing authority or supervisor.

Primary Duties

Compliance Monitoring and Engagement

  • Proactively conducts off-site monitoring and on-site inspections of sports betting operators to consistently interpret and assess compliance with applicable Colorado Sports Betting Laws and Regulations and monitors those that have had violations.
  • Position delivers clear, concise, accurate and factual summaries of results of their findings both orally and in writing.
  • Travel in-state and out-of-state to inspect sports betting operation and travels to verify geolocation services remain in compliance with Federal and State statutes.
  • Position reviews documentation required for submission by sports betting operators to confirm compliance with applicable Colorado Sports Betting Laws and Regulations, supports criminal investigators as part of a multi-disciplinary team, responds to verbal and written inquiries concerning sports betting laws regulations, and remains current on sports betting Statutes and Regulations.

Compliance Investigations

  • Position acts on identified violations in a fair and consistent manner to promote compliance with legislation.The person in this position plans and executes effective investigations of alleged violations of sports betting laws and regulations.
  • Conducts investigation interviews, evaluates aggravating and mitigating behavior of individuals and businesses, and delivers clear, concise, accurate and factual summaries of results of inspections both orally and in writing.
  • Develops intervention strategies designed to achieve immediate on-site correction and long-term compliance including recommendations to effect corrective action and to monitor progress.

Regulatory Investigations

  • Collaborates with Criminal Investigators as part of a multi-disciplinary team (a team composed of members with varied but complimentary experience, qualifications, and skills that contribute to the achievement of the Division's objectives) in planning, coordinating and executing effective complex investigations into alleged violations of Colorado sports betting laws and regulations.
  • Position prepares detailed written reports, effectively presents the main points of the investigation, presents and defends findings, develops recommendations
  • Collaborates with other agencies/companies CBI, OIT, local law enforcement, sport betting vendors to support the Division mission. The position provides input for training programs and organizational strategies for identifying opportunities to improve customer service and process quality.

Wager Catalog Management

  • Conducts research on requests of sport events, governing bodies, and wagers to the Official Sports Wagering Catalog and provides a recommendation of approval or denial to the Division Director, while also maintaining the tracking system of all requests.

Minimum Qualifications

Experience Only:

Option 1

  • 6 years of experience in criminal or compliance investigative experience in a regulatory environment.

OR

Option 2

  • Bachelor's degree from an accredited institution in business administration, public administration, criminology, criminal justice, criminalistics, political science, police science, law enforcement, law, psychology, sociology, or a closely related field as determined by the Department.
  • 2 years of professional criminal or compliance investigative experience in a regulatory environment.

OR

Option 3

  • A combination of related education and/or relevant experience in an occupation related to the work assigned equal to six (6) years

Necessary Special Qualifications

  • Applicants must be willing to work nights, rotating shifts, weekends, and holidays.
  • Must possess and maintain a Colorado driver's license.
  • Must be willing to travel in and out of state as required.
  • Applicants must be willing and able to perform heavy lifting, carrying, or otherwise moving objects, occasionally up to 100 pounds.

Preferred Qualifications

The preferred candidate will possess the following qualifications:

  • Additional years of state compliance expereince in a regulatory environement.
  • Preferred applicants will possess more than the required minimum experience in professional investigative and/or compliance experience in a regulatory environment.
  • Preferred knowledge in sports managment/rules and regulations.
  • Outstanding candidates will have recent experience with: investigations involving financial fraud, enforcement, interpreting and applying statutes, and researching databases.
  • Proficiency in the Microsoft Office Suite.
  • Proficiency in the Google Suite.
  • Excellent oral and written communication and interpersonal skills.
  • Knowledge of sports betting terminology and sports rules and regulations.
  • Software development and/or change management experience.

Conditions of Employment with the CDOR :

Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.

As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations .
