The Department of Community Corrections and Rehabilitation (DOCCR) is seeking to fill a Training Coordinator position. In this position you will provide staff training and development programs to ensure the needs of the Juvenile Detention Center (JDC) and the residents we serve are met. The person hired must be able to travel to various sites throughout the County.

Location and hours:

This position is on-site at the Hennepin County Juvenile Detention Center at 510 Park Ave South, Minneapolis 55415 . The primary work schedule is Monday through Friday, 8 a.m. to 5 p.m., but b usiness needs may require evenings and nights as needed. This position is in-person and hybrid work are generally not permitted.

In This Position, You Will

  • Coordinate and ensure compliance with training requirements for 100 employees and contracted providers. Develop a facility annual training plan and biennial training plans for individual employees.
  • Ensure all trainings are completed in accordance with MN Rule 2960 governing the licensing standards for youth residential facilities.
  • Design and deliver customized electronic and classroom-based training that are aligned with Hennepin County’s strategic initiatives and JDC goals.
  • Collaborate with DOCCR’s Train, Coach, Practice division to develop, schedule and deliver training in a 24/7 facility with multiple employee shift-patterns.
  • Prepare training documents and materials.
  • Learn and deliver trainings to staff in evidence-based practices. Ensure fidelity to the training models and methods. (example: Crisis de-escalation trainings).
  • Onboard all new employees to meet minimum training standards. Assess new employees’ readiness to fulfill duties of their position.
  • Produce training records and content as needed for inspections, audits and data requests.
  • Evaluate the effectiveness of training including knowledge/skills demonstration, surveys, questionnaires and other feedback methods. Communicate training needs, gaps or limitations to the JDC leadership team.
  • Maintain the Learning Management System including entering class completions, maintaining the electronic evaluation system and tracking outcomes, preparing and sending completion certificates, and maintaining records and reports for training activities and program effectiveness.
  • Maintain and manage content on DOCCR’s training website on SharePoint including preparing, proofreading, editing and posting training policies and procedures.
  • Coordinate the Field Officer’s Training (FTO) program including interviewing, selecting and training JDC’s FTOs. Hold regular training meetings; provide feedback and skill development opportunities; ensure high quality training is delivered by FTOs.
  • Manage and coordinate with the institution’s Safety and Security Programs and related activities, including collaboration with the HC Environmental and Safety Specialist.
  • Coordinate Hennepin County driver’s permits for JDC staff required to drive a county vehicle and assuring all appropriate training is completed.
  • Coordinate the facility’s Respirator Program and annual respirator fit-testing activities.

Need To Have

  • One of the following:
    • Four or more years of experience developing and presenting training materials , or in another specialty area appropriate to the position.
    • Bachelor's degree or higher in criminal justice, behavioral science, education, business, public administration, or related field PLUS two years or more of experience developing and presenting training materials .
    • Access to reliable transportation to travel to various sites throughout the County.

    Nice To Have
  • Experience:
    • Working in a correctional facility residential treatment setting and/or working with offenders in a community setting.
    • Facilitating group discussions.
    • With coordinating training and learning management systems

  • Knowledge of:
  • Correctional and/or residential facilities operations.
  • Behavior Management and Evidence Based Practices.
  • Current and relevant training practices.
  • Effective written and verbal communication skills.
  • Ability to:
  • Work independently with minimal direction, prioritize work, handle multiple demands and competing priorities, and process documents efficiently.
  • Keep up to date on technical knowledge and expertise necessary to the job.
  • Interact with the general public and staff members with tact and discretion and provide excellent customer service for internal and external customers.
  • Work with customers or clients from a variety of diverse backgrounds.

Under facility licensing requirements, positions at the Juvenile Detention Center are also required to undergo a Department of Human Services Background Study (MS 245C.13). Convictions for certain crimes will have an effect on your ability to be hired according to the disqualification schedule listed in Minnesota Statute 245C.15. Individuals convicted for any level of Criminal Sexual Conduct are disqualified from being hired into any position within the DOCCR under the Prison Rape Elimination Act (PREA). Other past involvement with the criminal court system will not automatically disqualify you from working at the DOCCR; individual circumstances are reviewed and evaluated confidentially.
