Job Summary

Under the direction of the Assistant Vice President of Mental Health Services, the Program Manager of MHS (PM) is responsible in conjunction with the AVP-MHS for the supervision of Clinical Supervisors, oversight of programs as assigned, such as School Based (SB), Early Childhood, Multidisciplinary Assessment Teams (MAT), Juvenile Justice Program (JJP), Early Intervention Diversion Program (EIDP), the Wellness Center (at Hollywood High School) and Student Training, as well as establishing and maintaining relationships with Community Partners. This position ensures compliance with contractual obligations for all programs. This position is also responsible for coaching direct reports in maintaining service time, positive and collaborative relationships with County agencies and community partners.

Essential Functions

  • Ensure Clinical Supervisors maintain consistent oversight of timely, accurate, and high-quality documentation from staff including, but not limited to, progress notes, assessments, treatment plans, and outcome measures.
  • Ensure MHS staff meet and maintain service time expectations.
  • Oversee administrative aspects of programs assigned, such as SDAs for school-based programs, collaboration with JJP etc as assigned.
  • Supervise Clinical Supervisors
  • Ensure compliance with contractual obligations for programs as assigned.
  • In conjunction with the AVP, oversees the financial management of the clinical programs, including monitoring program budgets and financial reports and making adjustments, as needed, to maintain the financial viability of the program.
  • Monitors, reviews, and coordinates with QI to ensure client charts are in compliance with regulations and contract standards as detailed by Federal, State, County or national governing or accrediting bodies.
  • Oversees clinical supervisors who monitor caseloads to ensure client assignments to meet service time expectations.
  • Promotes growth of Hollywood High Wellness Center by maintaining positive and collaborative relationships with school administrative personnel, community partners, Department of Mental Health (DMH) staff, and other Wellness Center partners.
  • Maintain partnerships and collaborative relationships with County agencies and community partners including representing Aviva at meetings.
  • Provide crisis consultation as needed.
  • Assist in program development activities as appropriate.
  • Provide group and individual clinical supervision as needed.
  • Collaborate with other departments, including but not limited to: Quality Improvement, Support Services, Development, and other Service Departments.
  • Field and proactively address complaints and problems (internal and external)
  • Co-Lead monthly staff department meeting
  • Hires, orients, coaches, and evaluates Clinical supervisors and other MHS staff as needed.
  • Assures ongoing staff training and development.
  • Sensitive, trauma-informed, and responsive to the cultural differences among the agency’s client population and staff.
  • Actively participate in a quality improvement project.

The Program Manager will take on special projects or additional duties as assigned by the Assistant Vice President of Mental Health Services.

  • Knowledgeable in the regulations governing child welfare and mental health agencies, including DMH documentation and procedures
  • Knowledgeable in agency Evidence Based Practices

Education And Experience

  • Master's degree in Social Work, Clinical Psychology or related field required
  • Two (2) years post California State Licensure (LCSW, LMFT, LPCC, PsyD. or PhD) required.
  • Two (2) years of clinical supervisory experience with one (1) year of experience at the administrative level preferred.
  • Meets Board of Behavioral Science criteria for providing clinical supervision to interns (ASW/MFT interns)
  • Experience providing clinical supervision required
  • Experience with field based or outpatient mental health services strongly preferred
  • Experience with Department of Mental Health and Department of Child and Family Services contracts and paperwork required

Certifications/Licenses

  • Valid CA driver’s license
  • Two years post California State Licensure (LCSW, LMFT, LPCC, PsyD, PhD) required

Additional Requirements

  • Tuberculosis clearance
  • Department of Justice/Fingerprint clearance
  • Satisfactory completion of health screening
  • Proof of legal eligibility to work in the United States
  • Satisfactory driving record

Physical Demands

While performing the duties of Program Manager for MHS, the employee is frequently required to sit, and use their fingers to manipulate a keyboard or writing instrument. The employee is occasionally required to sit, drive, walk, bend, and lift objects heavier than ten (10) pounds. The employee is rarely required to run.

Work Environment

The work environment is primarily indoors. The noise level varies from quiet to moderate.
