Position Summary:

AzHHA is conducting a national search for a Senior Vice President (SVP) of Policy and Advocacy. This position provides leadership and strategic direction in the development and articulation of public policy issues affecting Arizona hospitals and health systems.

The SVP of Policy and Advocacy must maintain a nimble sense of job performance, with the ability to proactively engage members, rule makers and legislators in sound policy actions.

As a senior member of the AzHHA management team, the SVP of Policy and Advocacy also provides supervision and support for AzHHA’s policy and advocacy staff. As a subject matter expert in health policy, the SVP enables AzHHA to have a positive impact on the health policy and political environment facing its members.


Duties and Responsibilities:

Convene AzHHA’s Public Policy Committee and oversee the development and articulation of policy positions on behalf of AzHHA member hospitals and health systems.

  • Provide chief policy staffing support for AzHHA’s Board of Directors and constituency groups. Manage the drafting of issue briefs and white papers in support of the policy agenda and emerging issues.
  • Oversee the monitoring of state policy activity impacting Arizona hospitals, including regulatory issues to identify emerging issues and potential problems with existing state public policies impacting Arizona hospitals.
  • Represent AzHHA on professionally related committees and boards.
  • Oversee federal policy development, advocacy agenda, and congressional relations.
  • Identify emerging issues and potential problems with existing federal policies that may impact hospitals. Coordinate responses and solutions with AzHHA members and other stakeholders.
  • Lead the monitoring of federal rulemaking and sub-regulatory guidance and coordinate commentary as needed.
  • Maintain positive relationships with federal partners, including Arizona’s congressional delegation and the American Hospital Association.
  • Supervise policy and advocacy staff to support and provide direction to AzHHA’s Director of Government Relations, Director of Financial Policy and Reimbursement, Special Assistant, and Senior Advisor.
  • Assist the Vice President of Finance and Operations in the development of the department budget and manage expenses within the budget framework.
  • Participate in and contribute to AzHHA’s Management Team.



Requirements:

  • 10 years in healthcare policy or related field
  • Bachelor’s degree in Health Policy, Healthcare Finance, Public Health or a related field
  • Strong written, verbal, oral, and interpersonal communication skills
  • Excellent written communication skills
  • Strong organizational skills and detail-oriented
  • Ability to meet deadlines
  • Ability to work efficiently and effectively under time pressure and tight deadlines
  • Analytical problem-solving ability including advanced reading, writing, and math skills
  • Ability to handle confidential information and situations discreetly and professionally
  • Ability to work collaboratively as well as independently with limited supervision
  • Ability to multi-task and work in a fast-paced office environment
  • Requires occasional overnight travel and weekend and/or evening work
  • Ability to present technical materials in a group setting
  • Individuals may need to sit or stand as needed
  • Requires walking primarily on a level surface for periodic periods throughout the day.
  • May include lifting up to 25 pounds for files on a regular basis. Proper lifting techniques are required.

Preferred Requirements:

Masters or other advanced degree preferred
