HR REPRESENTATIVE

Role Summary

The HR Representative will collaborate with the Department of Psychiatry and Behavioral Sciences Director of Human Resources, administrative team, and with University and Health System partners in the delivery of HR services. The department includes approximately 300 staff members. The HR representative will serve as a liaison for policy and process navigation across the Department and the University. In collaboration with the HR Director, the HR Representative ensures consistent and equitable application of HR policies and procedures, services, and programs.

This role is responsible for a variety of HR support functions including HR records management, personnel actions, JF27, Staff, & Student recruitment, and leave administration. The HR Representative will take a lead role in providing responsive and accurate HR transaction and data processing, as well as the coordination and resolution of specific procedural problems and inquiries, all while maintaining the strictest confidentiality.

Departmental HR Responsibilities 60%

  • Perform HR customer service function by creating and managing positions, recruiting and hiring, managing and tracking employment changes, processing pay changes, leave administration and personnel records.
  • Maintain working knowledge of HR policies and procedures and ensuring process compliance with applicable rules, regulations and policies.
  • Apprise HR Director and/or Chief Administrative Officer of issues, problems or trends and escalate complex HR concerns.
  • Process HR transactions in Duke HR Systems by reviewing and approving processes or initiating processes on behalf of the Department.
  • Maintain and update documentation and process tracking systems and databases; prepare reports; ensure proper recording, approval and disposition of HR documents received in accordance with established policies and procedural guidelines.
  • Maintain HR data integrity by reviewing processes for accuracy.
  • Answer Department faculty and staff HR requests and questions, connecting employees with appropriate departments for other services as required and partnering with other Departments as needed, including Central HR.
  • Assist with recruiting, interviewing, hiring, and onboarding new employees. Track status of candidates and disposition of candidates at the end of the recruiting process.
  • Support HR administration with employee off-boarding, separations, and appropriate processes.
  • Assist with initiating and approving employee human resources transactional changes in HR Systems – hires, transfers, promotions, renewals, compensation changes, supplemental payments, etc.
  • Partner with HR Director and Division Administrators to disseminate HR- related material on HR issues and provide trainings within the Department.
  • Participate in support of annual Duke and departmental events/projects including staff recognitions, SOM influenza policy tracking, and performance evaluation process.
  • Prepare and participate in the administration of employee files and records management.
  • Work collaboratively with Division Administrations. May serve on HR-related workgroups and committees.

Academic-Specific HR Responsibilities 40%

  • Administration of Job Family 27 hiring and compensation processes to include visa coordination and processing actions in HR Systems.
  • Process and support additional aspects of faculty employment such as sabbaticals, paid parental leave, and retirement.

Required Qualifications At This Level

Education/Training

Work requires organizational, analytical and communication skills generally acquired through the completion of a bachelor's degree program.

Experience

Work requires two years of business, administrative and/or experience with exposure to supervisory or human resource policies and practices.

A master's degree in a related field may be substituted for 2 years of experience.

Preferred Experience

2-4 years experience administering HR in a university setting

Work requires organizational, analytical and communication program. Skills generally acquired through the completion of a bachelor's degree

Experience

Work requires two years of business, administrative and/or experience. Supervisory experience with exposure to supervisory or human resource policiesand practices related to employee relations. A master's degree in a related field may be substituted for 2 years of experience.
