Job Summary

The Deputy Senior Vice Chancellor reports directly to the Senior Vice Chancellor (SVC) Finance and Administration providing strategic guidance, decision-making and authority to ensure initiative execution across organizational boundaries. A key role of this position is to take on decisions, implementation and oversight so the SVC can better focus her time and influence to support the dynamic, growing UCSF enterprise.

This position conceptualizes and implements broad based initiatives to advance the SVC’s vision and priorities. The position provides advice, proposes solutions, guidance, and assistance to the SVC, anddevelops organizational policies and authorizes their implementation. The position provides organization-wide influence in identifying and framing systemic issues, and formulating and advancing approaches to address the increasing complexity and coordination required to drive large initiatives across Campus and UCSF Health.

The Deputy partners with organizations to drive change to optimize central administration, infrastructure, and culture. This includes overseeing and/or participating in organization design within and across divisions; ensuring efficient re-structuring of work and staffing; and obtaining appropriate advice and resources in planning and implementation stages (HR, OD, Legal, Facilities, Budget, etc.).

This position oversees the smooth running of the executive office essential functions to support the SVC, including but not limited to, leadership meetings and practices, strategic and program management, talent management and executive succession, administrative and financial management and controls, and strategic communications.

Represents the SVC organization on standing and ad hoc committees, location-wide and systemwide meetings and discussions with the authority to make decisions. Recognized as an influential leader. Makes final decisions for the organization and ensures achievement of objectives. Erroneous decisions will have a serious impact on the overall success of division or the organization.

Directly manages SVC Immediate Office operations and strategic communications (7 direct reports) and the Program Management Office (19 FTE). Dotted line reporting relationships with the Director FAS Finance Service Center and an FAS Business Intelligence Analyst to ensure alignment of resources and supporting data analytics with SVC priorities. Serves as a member of the FAS Executive Team.

Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF.

The salary range for this position is $179,800 - $436,400 (Annual Rate).

Work locations: Flexible; Mission Hall and 654 Minnesota, with other UCSF locations as needed.

Department Description

The Office of the Senior Vice Chancellor functions as the control point overseeing the accountability and effective management of Financial and Administrative Services (FAS), the central campus departments providing administrative, operational, auxiliary and infrastructure services. The Office of the SVC partners with FAS departments to assure resources and attention are aligned with UCSF’s strategic priorities while safeguarding University assets and public trust.

The FAS portfolio is comprised of nine primary central departments with a combined operating budget of $500M and over 2,700 employees (FTE) serving both Health and Campus, including: UCSF Finance, UCSF Real Estate, Campus Life Services, UCSF Human Resources, UCSF Information Technology, UCSF Police Department, UCSF Program Management Office, Audit Advisory Services and Enterprise Emergency Management. https://fas.ucsf.edu/

Required Qualifications

Ten (10) years of relevant experience.

Advanced knowledge of the organizational environment of higher education and large research universities to understand client priorities, issues, motivations and constraints.

Advanced knowledge of organizational processes, protocols and procedures as well as an understanding of the interactive roles of management throughout the organization.

Excellent consulting, relationship building and strategic thinking skills.

Excellent ability to establish mission and goals at the macro-level; to lead subordinate management to develop goals in alignment with mission.

Sophisticated leadership abilities to establish department goals, and motivate and influence others to achieve.

Thorough knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll.

Proven record of driving organizational change in a dynamic, growing organization.

Advanced analytical, problem-solving, project planning and implementation skills.

Advanced written, verbal and presentation skills for influencing and facilitating sustained change, with the ability to communicate complex ideas and concepts to diverse audiences.

Bachelor's degree in related area and / or related experience / training.

Preferred Qualifications

Advanced degree preferred.

Advanced knowledge of the legal constraints and opportunities for higher education in the State of California and through Federal programs and regulations preferred.
