West CAP is a forward-thinking non-profit organization committed to empowering low-income families in rural communities since 1965. We are currently seeking a full-time Associate Director. In this role, you will oversee programs, strategic planning, collaboration with other entities, program operations and policy advocacy related to West CAP’s community action mission. Responsible for providing program support including program development and expansion, program staff hiring and supervision, intake processes, budget development and monitoring, on-going program evaluation, data and outcomes tracking, and program reporting to the West CAP Board and others.


This position is based out of our Glenwood City, WI location, with opportunities for hybrid remote work after role orientation and training.

Required qualifications:

  • Minimum of a bachelor’s degree in a related field with a minimum of 5 years of supervisory and program management experience.
  • Preferred experience in facilities management, understanding of building systems, construction practices, and energy efficiency principles.
  • Knowledge of and, preferably, experience in non-profit administration and working with poverty issues and marginalized populations.
  • Public relations, policy advocacy, data research, and analysis skills desired.
  • Understanding of grant compliance and fiscal monitoring.
  • Budget management experience preferred. 
  • Excellent communication and collaboration skills are needed, including both written and oral presentation.
  • Strong computer skills are required, including competent with MS 365, Adobe, and client data systems.
  • Experience in successful grant writing, including managing recurring grant application submissions.
  • Contractor management experience.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Administrative oversight of programs, including contract management, compliance monitoring, program structure oversight, strategic planning, program development and new program development, support of program activities, reporting, and funding source relationships.


Provide leadership and supervision to supervisees by on-going evaluation of essential duties and responsibilities, provide appropriate training, succession planning, performance management and provide general support and back up responsibilities if needed. 


Responsible for program budget development and on-going fiscal monitoring of programs in accordance with funder and West CAP requirements. Involve and educate program management in the budget development process.


Participate in community/funder/agency meetings and collaborate with community partners on projects, etc.


Provide ongoing training and resources to all program staff for consistent, holistic, and trauma informed service delivery to program participants.


In coordination with the Associate Director for Social Development, responsible for submission of West CAP grant/funding applications to support programs and new initiatives. Oversee and assist programs with submission of reoccurring grant applications. Report all funding applications to West CAP Board of Directors monthly through grant tracking report.


Utilize West CAP’s cross-program referral process to integrate program activities and maximize positive outcomes for clients to develop a whole family approach. Work with the Associate Director for Social Development to coordinate and maximize the structural and functional interrelationships of agency contracts and programs and provide assistance to other community agencies in collaborative planning.


In partnership with the Associate Director for Social Development, manage West CAP’s client information system including monitoring and training all programs for proper customer data and ensuring the upload of critical documentation. Responsible for program set up, system changes for tracking agency outcomes, and user maintenance. Regularly run reports to ensure data accuracy.


Oversee program outreach of services to vulnerable and diverse populations in West CAP’s service area.


Maintain and manage the ROMA Outcome Reporting system for responsible programs and report to West CAP Board monthly.


In partnership with the Associate Director for Social Development, is liaison to the West CAP Board of Directors Program Committee. Assist committee with strategic planning, resource development and program evaluation activities.


Research and maintain current data relevant to program issues. Conduct targeted surveys, including partnering with Associate Director for Social Development to conduct triennial survey of low-income households as required by CSBG.


Represent West CAP in varied settings, including giving presentations to local and regional conferences and events targeted for community action, human service groups and the general public.


Understand the impact of state and federal policy and advocate effectively for West CAP and its programs and services. Assist the Executive Director in program-related external relations and board relations.


Review and approve program APVs. 


Participate in Operation Team meetings.


Perform other duties as assigned.
