Project Manager III

The Office of Rural Hospital Finance & Coordination (RHFC) is a team in the Chief Financial Officer Division whose role it is to provide financial and technical assistance to rural hospitals, as well as act as the cross-division coordinator for Medicaid supplemental and directed payment program projects. This position will serve as the Rural Hospital Finance Advisor I and is part of an innovative team to help preserve rural hospitals’ continued participation in the delivery of health care services to Texans. Our team’s goal is to ensure accurate information and excellent customer service is provided, as well as meaningful partnerships result from the collaborative work between rural hospital stakeholders and HHSC.

Work involves overseeing schedules of projects at various levels of completion; monitoring the progress and schedule for projects; and communicating with project stakeholders, management, and other relevant parties. Work includes compiling and distributing project status updates that may involve communicating complex information to internal and external stakeholders via written or verbal communication methods with the goal of answering inquiries, addressing issues, or resolving problems or concerns and providing consultation and technical assistance to rural hospital stakeholders.

Essential Job Functions

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

ESJ 1. This position supports the Rural Hospital Finance Advisor II with coordinating and planning duties for the Rural Hospital Advisory Committee (RHAC). Performs logistics and coordination for quarterly RHAC meetings, compiles and distributes information to the RHAC, as well as for other workgroups, focus groups, webinars and public meetings engaged in research, analysis, and evaluation of rural hospital finance policy issues or initiatives. Assists with the planning of efficient and effective project meetings related to activities, such as virtual/in-person meetings and webinars geared towards providing technical assistance. Assisting with organizing and managing meetings and initiatives; performing cross-divisional coordination and project management and tracking milestones. Positively represents department, agency, and State in conferences and meetings, including public presentation delivery, and, as an ongoing representative on various committees and teams. Collects and analyzes historical meeting information to maintain a basis for future meeting and related-project planning and forecasting. (30%)

ESJ 2. Work involves monitoring the progress and schedules for technical assistance projects, researching technical assistance requests, and communicating with project stakeholders, directors and other relevant staff and entities about project status. Assists with the planning and prioritizing of technical assistance inquiries. Serves as a resource about HHSC programs, initiatives, or projects and becomes knowledgeable about the impact of HHSC programs, initiatives, or projects may have on rural hospitals. Acts as a project manager for technical assistance-related projects for internal and external stakeholders to ensure appropriate coordination and communication for HHSC-initiated projects that impact rural hospitals. Provides project management consultative services and technical assistance to improve project deliverables using appropriate scheduling tools. Develops reports detailing resource technical assistance capacity, its usage, as well as analyze historical information/data for future improvement projects to technical assistance projects. Tracks goals/deadlines/costs, performs cross-divisional coordination and project management; sets agendas and tracks milestones; communicates with various internal and external stakeholders to ensure continued coordination regarding HHSC-led initiatives and projects impacting rural Texas hospitals. (30%)

ESJ 3. Contributes to the preparation of written documents including, but not limited to high-quality written reports, web site content, presentations, informational releases, talking points, advisories, newsletters, fact sheets, social media content, and memorandums for senior and executive management that contain accurate information and that are grammatically correct. Contributes and assists with developing briefing documents to provide data and obtain authorization for leadership’s decision making. (30%)

ESJ 4. Assist other RHFC teams with monitoring the progress and schedules for grants and complex technical assistance projects; and communicating with project stakeholders, directors and other relevant staff and entities about project status. Collects and analyzes historical project data related to grant distribution for future project planning and forecasting purposes. Serves as a liaison to other departments for the planning, coordination, regarding policies, processes, and procedures affecting rural hospitals. May perform other related work as assigned. (10%)

Knowledge Skills Abilities

Knowledge of:

  • State and federal laws, rules, and regulations relating to the health and human services agencies.

Ability to monitor project status, to prepare and/or analyze project data, to identify project risks, to prepare reports and charts.

Ability to write clearly and concisely with proper grammar, spelling, and punctuation.

Skill in use of computers and software programs, including Microsoft Office Suite and database systems.

Skill in excellent customer service.

Initial Selection Criteria

Graduation from an accredited four-year college or university in with a degree in Agriculture/Life Sciences-related, Business Administration, Finance, Public Administration, Public Policy/Affairs, Public Health, Social Work, Health Care, or related subject. (Copies of transcripts required)
